Financing and operating concepts can be taken over by private companies, while the interests of the public sector are safeguarded. This results in learning systems that demonstrate mutual potential for learning and improvement, and which are transferred into the system.

At the end of the planned operational phase, the SOWAREEN Solutions AG models provide for handing the established operation concepts back to the public sector. If this is desired, and permanent private sector management is not preferred.
